All fractional values are being rounded down. Each skill has its basic value that is being calculated by a formula derived from the stats. Skills are being measured in percent and have a value ceiling at 300% ( 200% in Fallout 1). There are 18 skill values the character in Fallout has. Also, a player is given 5 free points to improve any of these stats at start. The default value for all the stats is 5. Each stat can have a value between 1 and 10 inclusively.
